Yes, the Skill can be updated to follow the evolution of your design system : new components, new palette, new formats. It isn't frozen at the time of initial delivery.
Yes, the Skill is used from a Claude account. The usage guide provided at delivery covers getting started, with no particular technical prerequisites.
